Such barriers may be:

• legal, arising from different legal provision for research in different member states
• institutional, relating to different expectations in different government bodies or research institutions
• cultural, relating to different cultures in different member states,
• linguistic
• professional, concerning different expectations, methods of working, reward schemes and outcomes amongst different professional groups (for instance researchers, and government officials)
• infrastructural, concerning incompatible platforms for knowledge exchange
• financial, relating to different ways an levels of funding for research and innovation

 
Workpackage 4 together with the insights of WPs 5 and 6 provided the insights on the gaps and hindrances of integration of these research aspects.

Based on the barriers identified, a coherent integration framework and strategy has been developed to overcome these barriers and to secure durable integration. Thereby, the strategy addresses three dimensions of integration: research among disciplines, research and application, and geographically dispersed experts and young researchers in research and application. Specific activities have been fostered to initiate the settlement of a durable integration with key actors in the application field via best-practice methodologies and technologies in eParticipation applications including integration into regional innovation programmes and introduction of lasting change in the engagement and relationships of the relevant organisations.
