The establishment of the eParticipation Network and its VRC is a long-term goal of DEMO_net to facilitate and support sustainability and to create a body of knowledge on eParticipation research and practice. This WP builds on the business plan for the eParticipation Network and is oriented on design, functional specification and prototypical implementation of the VRC. Both the business plan of the eParticipation Network and the VRC evolve during the life of the Demo_net network. An initial corpus of information and knowledge for the VRC is built up in WP10. The content and functionality of the VRC are determined in relation to the first version of a DEMO_net website.
