The Council of Europe's Ad hoc Committee on e-democracy (CAHDE), in co-operation with the Austrian Parliament, is organising an expert workshop on 'Comprehensive eParliament – of service to elected representatives and citizens'. The workshop should identify elements and stakeholders, demands and offers, and enablers, challenges and barriers of eParliament in a broad sense, with a view to possible recommendations to CoE bodies for their further action. Emphasis should be laid on aspects of eParticipation
in relation to eParliament.

*Available offers on measures and tools
*Reservations and fears by stakeholders
*How to attract politicians to participatory eParliament ?

  regional and local levels ?
*Ethics in eParliament
*eLegislation: current practice, and possibilities for citizens' input
*ePetition: models and practice, citizens' input and assemblies' responses
*Parliamentary eVoting: possibilities and practice
*Security in eParliament

Participants should be experts on eParliament - e.g. elected representatives - MPs, MEPs, elected representatives at regional and local level-, parliamentary staff, representatives of government, international organisations and academia -, who are interested in actively contributing to the discussion of and deliberation on, the topic(s) – also with a view to identify possible recommendations by the Council of Europe to member states and legislative assemblies.

13.00 hrs.: Luncheon, upon invitation of the Austrian Parliament

Logistics:

The workshop will be conducted (mostly) in English. There will be no translation provided, but personal interpreters can attend.

There is neither a participation fee nor any cost defrayals from the host country side.
