Aims:
The aim of the project was to gain an overview on peoples opinions concerning the public budget, to ask for specific suggestions to save costs, and to initiate a public debate on the basic fiscal goals of the local Government until the year 2016. The budget-calculator was designed as a tool that teaches the user the basic principles of the budget in a playful way. A desired side-effect of the project was to foster knowledge in the public on the mechanisms of the public budget and thereby lift the public debate on a higher level.
Description:
The Project enabled the citizens of Hamburg to discuss online future budgets of their city. The Project is based on the e-participation tool DEMOS (Delphi Mediation Online System), an online platform and specific method of supporting large scale citizen participation and result oriented public debates on the Internet Citizens cold discuss in thematically ordered sub-panels, and work collectively on Wiki-documents concerning specific budget-ideas. The partzicipants could also use an online budget-calculator tool in order to create their own household, experience thus the effects of certain budget changes on the whole household. The Project was backed by a creative media campaign, which could gain the support of prominent Citizens who published their versions of a new budget on the project-website and in the media.
