The Interactive Citizen

Full title: Den interaktive borger

Aims:

The project had as its aim to develop an on-line IT-tool which can support systematic value-driven processes. A tool where computers and the Internet supports, improves, carries out, and communicates systematic processes which aim at clarifying values which citizens find important. Expectations are clarifyed via dialogue which leads to improved services for both those that consume the services (citizens) and those who produce the services (employees in public sector). The idea was to create a digital network which could retrieve and supply information between the stakeholders and thereby create a dynamic dialogue. Via dialogue between stakeholders the system should be able to provide a better foundation for the further development of public services. However, the project should not just develop and implement a system. The crucial parameter was that the system was applied on at least three processes. Furthermore, it was expected that the system should create a fora for knowledge sharing between municipalities and other relevant units in the public sector in Denmark and Norway. The idea was to build a system which could be used internationally with collaboration partners in Denmark, Norway, Sweden, Estonia and Finland.
