                      <title>Usability Engineering in eParticipation </title>

                      <description>The task of eParticipation is to empower people to be able through Information and Communication Technology to act in bottom-up decision making processes, thus allowing politicians to make informed decisions, while developing social and political responsibility. In this matter, the project VoicE establishes an Internet platform with the objective to promote the dialogue between citizens from Baden Württemberg, Germany and Valencia, Spain and policy makers from the European Parliament, the Assembly of Regions as well as from other EU institutions and regional assemblies.    In order to efficiently support the citizens, the usability of the applications, tools, channels and devices through which eParticipation should take place need to be designed properly. But usability engineering is not one single step in the product development cycle. If anything, it is a set of activities that should take place throughout the lifecycle of the product. The overall objective of the paper is to introduce a usability engineering methodology for eParticipation online platforms and its application in the VoicE project. This methodology is a structured lifecycle, which is based on iterative design process with user involvement. Besides that, it will be shown that user engineering is key in designing eParticipation applications.    The usability engineering methodology has been applied in the design and implementation of two platforms in two different regions of Europe. It was usable to improve the system by detailed analysis of the overall system before the start of any implementation, iterative design of the systems&amp;rsquo; features, their interaction and the user interface, and involvement of users in the design process.</description>

                      <description>As the e-government domain is about to become a field of application  for Semantic Web technologies, the actors involved still lack reasoning  to decide on critical issues such as organisational cost/benefit,  user involvement, technical integration, and implementation strategy.  Firstly, the paper seeks to identify semantic problems in e-government  as prerequisite for discussing the requirements for the application  of Semantic Web technologies. Secondly, experiences from an ongoing  project are discussed to identify critical issues from the systems  development perspective. Thirdly, taking into account the problems  identified and the case findings, a research agenda is laid out aiming  to guide and support the application of Semantic Web technologies  in e-government.</description>

                      <title>Information Technology in Support of Public Deliberation</title>

                      <description>Increased citizen-to-citizen discussion and deliberation is an important  potential of digital government initiatives. This paper presents  findings from a longitudinal study of such outcomes using household  survey data, focus groups and one-on-one interviews from a mature  community network - the Blacksburg Electronic Village (BEV) in Blacksburg,  Virginia, and surrounding Montgomery County. It addresses the questions  of who is using computer networking for civic participation, what  impact the Internet has on their involvement with other people and  local community, and the design problems that citizens experience  with local e-government initiatives. A pattern of Internet use is  emerging in which local formal and ad hoc groups of interested citizens  distribute information on issues of interest among themselves and  use online tools to raise awareness and educate, and under some circumstances  to deliberate on public policy. Modified tools are suggested to facilitate  deliberation and to integrate citizen feedback more effectively into  local government decision-making.</description>
